Q: This 30 amp model is rated for maximum 440 W My question is if my three panels add up to 500 W is that a problem can it damage the controller?

No, it will not damage the MPPT. In the manual, it states under safety: "1a) If more PV power is connected, the controller will limit input power." https://www.victronenergy.com/upload/documents/Datasheet-BlueSolar-charge-controller-MPPT-100-30-&-100-50-EN.pdf As long the system is under the max voltage and max amperage, it should work just fine.

Q: Do i need a battery monitor with this? Is it really necessary? Im building a setup with 200 watts of panels, 2 100ah agm. I just want to do it right

Yes, the bluetooth battery monitor monitors the actual correct battery voltage, and communicates that value to the charger via bluetooth. The charger then knows the actual voltage at the battery, and can make more informed decisions on actual charging voltage. Voltage drop occurs on wires and connections under load, thereby skewing the charging of you do not use the battery monitor

All of the SmartSolar models have Bluetooth, the BlueSolar models do not.

Q: can i wire 4 300 watt panels in series (86ocv) into this controller and expect the controller to charge a 12v bank? would i loose any mppt efficiency

This is the wrong controller for that for multiple reasons. We strongly suggest you consult an electrician or experienced solar installer when designing your system.
